Warehouses and logistics parks in Hyderabad's Shamshabad, Medchal, and Patancheru corridors are growing rapidly. With high-value inventory, high-rack storage, and 24/7 operations, fire risk is significant. This guide covers the mandatory fire safety norms for warehouses in India under NBC Part 4 and NFPA 13.

Fire Safety Norms for Warehouses in India

The National Building Code (NBC) Part 4 and NFPA 13 together define fire protection requirements for storage occupancies. Key mandatory systems include:

  • Automatic sprinkler system (wet pipe or ESFR)
  • Fire hydrant system with adequate water supply
  • Addressable fire alarm system with smoke/heat detectors
  • Emergency lighting and exit signage
  • Fire extinguishers at prescribed intervals
  • Fire safety audit every 3 years (mandatory for factories)

ESFR Sprinkler Systems – The Gold Standard for Warehouses

ESFR (Early Suppression Fast Response) sprinklers are specifically designed for high-piled rack storage. Unlike conventional sprinklers that control a fire, ESFR sprinklers are designed to suppress the fire at its source before it spreads through the rack.

When is ESFR Required?

  • Storage height above 7.5 metres
  • High-rack storage of Class I–IV commodities
  • E-commerce fulfillment centers with mixed storage
  • Pharmaceutical and FMCG warehouses

ESFR Design Parameters (NFPA 13)

  • K-factor: K-14, K-16.8, or K-25.2 depending on storage height
  • Minimum operating pressure: 0.5–1.0 bar (varies by K-factor)
  • Maximum storage height: up to 12 metres with appropriate K-factor
  • Ceiling height: 9–13.7 metres
  • No in-rack sprinklers required (key advantage)

In-Rack Sprinkler Systems

For storage exceeding ESFR limits, or for Class III–IV commodities in high racks, in-rack sprinklers are required at intermediate rack levels. These are installed within the rack structure itself and provide suppression at the fire's origin.

Cold Storage Fire Protection

Cold storage fire protection presents unique challenges — conventional wet pipe systems freeze in sub-zero environments. Solutions include:

  • Dry-pipe systems: Pipes filled with pressurized air; water enters only upon sprinkler activation
  • Pre-action systems: Require both detector activation and sprinkler operation — prevents accidental discharge
  • Antifreeze systems: For small cold rooms where dry-pipe is impractical

Warehouse Fire Safety Audit Checklist

A Warehouse Fire Safety Audit covers:

  • Sprinkler system inspection — heads, pipes, valves, water supply
  • Fire pump performance testing (NFPA 25)
  • Hydrant flow test and pressure verification
  • Fire alarm panel and detector testing
  • Emergency exit and evacuation route inspection
  • Housekeeping and storage arrangement review
  • Electrical panel and hazardous material storage check
  • Documentation review — AMC certificates, previous NOC

Water Supply Requirements for Warehouses

NFPA 13 and NBC require adequate water supply for the design duration:

  • ESFR systems: typically 60-minute supply at design flow rate
  • Hydrant system: 30–60 minutes depending on hazard class
  • Underground storage tanks or dedicated overhead tanks required
  • Electric + diesel pump combination mandatory for reliability

Location-Specific Requirements – Hyderabad

Warehouses in Shamshabad (near RGIA) and Medchal must additionally comply with:

  • Telangana Fire Services Act requirements
  • Airport Authority of India (AAI) fire safety norms for Shamshabad proximity
  • HMDA/DTCP building plan approval with fire safety drawings
